I saw an update from David Burch today indicating that the CD he purchased has arrived, and it does, in fact, include the Air Almanac 2020 pdf files. He notes that this is the set of multiple files, not the single "_all" file (see PS).
By the way, David Burch's specific, personal frustration over this missing USNO product arises, in part, from the fact that he just six weeks ago published a small book on the use and value of the Air Almanac. Here's his blog post on the topic:

PS: A number of USNO and NOAA products have been available as split-pdfs and single-file-pdfs for many years. This reflects the fact that these systems were designed over a decade ago when downloading a 50MB file was still problematic. Today, there is nothing to it for nearly all users, but the plan is still in place and some documents are sliced up into 1MB pieces with html indices.
