You are 100% right, although I am totally unfamiliar with any relevant military publication(s) you are mentioning.
By all means, I am not the first one to ever address this.
Meanwhile let's see whether we are going to get substantially accurate replies to both examples submitted here which obviously are to come consistent with this generally known "rule of thumb" just revived by Frank.
