You might be correct. I saw that dusting, but I interpreted it as tufts of cloud or snow or ice crystals sparkling as they're blown off the side of the mountain as appears in some Google photos of Mt Fiji but mainly nearer the top. The photograph appears to have been taken from some distance away and magnefied such that some of the stars become individual pixels. DaveP
