Look for a drafting machine's 18" scale. There are many scales available, some of which include 1/10" divisions. The non-decimal scales (eg: 1/4, 1/8) seem to be more common but you can find them on eBay with a little careful search.
You may also wish to look at architectural rulers - they also tend to have 1/10" scales on them, tho these are usually in the 12" range.
