I have just woken up and read this message. I hope that my rush to reply does not result in me posting incorrect information!
To determine azimuth you need dec, lat and apparant time. The ABC tables (I use Norie), Davis and Burdwood are all entered with these three parameters. In the ABC table (1970) hour angle is used but that is local time by another name. The same applies to LHA.
