This would be so except that internet time is already set to round to the nearest second. So if you match you click perfectly to an internet time server, you will not be more than 1/2 second out.

This is similar to the (rare?) practice of setting digital clock seconds digits half a second fast so that they never show a time more than half a second in error. Most update on the second and can thus show up to 0.99 seconds of error.
