    This would be so except that internet time is already set to round to the nearest second.

    If by "internet time" you mean NTP (Network Time Protocol), then there is no rounding of the time values---they are transmitted and received with high resolution (<1 ns).  The quality of any particular user's synchronization will be much worse than that, though, because of network-path asymmetry and noise.
