Another "Where are we?" puzzle

Here's a vessel on a beach less than a year before setting sail across the Pacific. Three questions to ponder:
- Where are we? The town would be close enough, but with some sleuthing you can narrow it down to within a few hundred meters.
- What is the date?
- What is the UT?
I wasted an hour tonight puzzling this one out (two points to anyone who can figure out how I made my way to this beach today). I'll give you a hint towards resolving the second and third questions. The astronomical key to this puzzle is the planet Venus. There are also three of the 57 "official" navigational stars visible in the image.
You can determine UT within about an hour with a "lunar-like" analysis. And if you can figure out the location, you should be able to figure out UT within 5 or 10 minutes.
