You may have forgotten that we discussed this back in July 2009 and Dave Walden provided scales with the subdivisions that you suggest. Here are links to those posts. I am quite happy with the results with mine but you are welcome to make any improvements that you'd like to do.
As to whether the 2 minute accuracy that i routinely get with my flat Bygrave is comparable to that in HO 249 see attached page. It states that it is acceptable to omit the nutation correction and the accuracy is acceptable at two NM, 2 minutes of arc.
