The surveyors are probably the experts here. For trigonometric leveling, you have this challenging situation of an air path over some finite distance (not all the way to space). If you have access to both ends of the link, there is some trick involving reciprocal measurements.

Hi Paul,
Elevation angles determined by this method are affected by terrestrial refraction. That's not necessarily a bad thing. It might be interesting to analyze the variability of terrestrial refraction.
