Using lunars, (probably the first to do that)he was pretty well the only person on board who knew where he was, especially longitude.
Seems like a pretty good navigator to me.
Others on board may have been great "navigators" in the traditional sense, but had no idea where they were.(especially longitude).
I'm a great fan of Maskelyne who has been much maligned.
