Everyone is heavily dependent upon GPS. If it were to ever go away, there would be a lot of problems. The government is interested in alternatives and or backups like eLoran. I would think that a cell phone application that could do celestial navigation would be a great failsafe backup for (however improbable - probably a major conflict) the non GPS situation
