Robert,
As backup to GPS / electronic nav for non-cel nav folk I would reccomend two books and a cheap, plastic sextant. The first book would be David Burch's "Emergency Navigation" and the second would be George Bennett's "The Complete On-Board Celestial Navigator".
I assume that even a non-cel nav boat captain will have paper, pen, rulers, compass, etc. on the boat.
