With a lot of very rich people cooped up for a long time there would have been a need for them to communicate with the world beyond and the second radio operator may have been to fulfil this need.
A bit superfluous you might think, but a dedicated 'telegram' service - such as you would have had on ocean liners - might well have been considered necessary considering the luxurious standard being offered.
