My first thought was that some of the parts resemble my U.S. Army lensatic compass, which is used for taking magnetic bearings to objects. After some searching, I found a few listings for a "U.S. Navy Bearing Bar" (whatever that is) which looks somewhat similar in design. So, My guess is that it is some device which fits on/over a ship's compass to aid in taking bearings.
