Hi Bruce,
The statements are written by PhD candidate and approved by promoter (professor) beforehand.
If the committee (8-10 scientists) asks for it during PhD defense (which is about 45min) the PhD candidate should defend/explain these statements. Nowadays it is more like a tradition. They really don't have time for it during defence. Mostly they ask questions about the content/chapters of your dissertation.

Interesting, but what are you supposed to do with this statement. Is
it your composition or the committee's?
And what does a defense of it look like?
