    Hi Frank,

    In Spain there is a range of licenses.
    The highest is Capitan de Yate; Yacht Captain. Including celestial navigation. You must first have PER and Patrón de yate.

    The books published by the Basque Government, in Spanish:  "Colección Itsaso"

    The ones about coastal navigation, maritime English and others are free.

    I have a pdf copy of the "Capitan de Yate" book for the license exams. No copyright infringement
