As I suspected - the P and Q are the mean anomaly of the Sun and the mean ecliptic longitude of the Sun respectively.
But I cannot reproduce the given values for those years (1988~2010 exactly), I get negative values for Qs, and my Ps and Qs differ at third decimal place each...
Will search further.
