I have a copy of Cotter's thesis (Feb 1974). I cannot remember where I got it from and what the copyright is. The pdf file is about 60mb. It is an excellent document to have if you are interested in navigational tables. I have attached a page from the thesis index.
If Frank indicates that he is happy to host it on navlist I will post the file.
