John and all interested,
I have used Fankhauser Jewlers in Salt Lake City for repair and refurbishing of a Hamilton 4992B and model 23. Chris is WOSTEP certified, does great work, and is the kind of person that loves to sit down with a client, open up the movement, and explain any and all questions. He cleaned, re-oiled with modern synthetic oil, balanced, and tuned each piece for me. The 23 required some parts, is a bit tired and averages +10 sec/day. The 'GCT' is phenomenal, runs at its worst 2 sec/day, averages less than 1. Chris charged about $300 for the GCT and 500 for the 23, turnaround was about 4 months.
