Of course it is a photoshop. It is certianly not made in 1858. Even in our time is is not possible to make such a photograph. Night sky needs a long exposition. During the time of exposition the comet and start would move. So you have to rotate the camera with the sky. But then the buildings would not be clearly shown. Many excellent similar photos, clearly showing celestial objects and terrestrial objects together, can be seen in APOD https://apod.nasa.gov/apod/astropix.html but NASA honestly says how they are made.
