1 comment - the SNO-T specification in the hand book image attached to post 104361 by Gary La Pook mentions total errors up to 30" - that could be the main part of your 0.7'
1 suggestion - eliminate the shades from the issue by taking equivalent star sights on Procyon, Pollux, or Regulus at dusk - not forgetting to check the I.E. using the chosen star against itself.
