Whoops.... the number of data points in the graph I put up did not match the number I cited.... believe it or not there was an error in the program I used to create the graph.
Anyway, the corrected graph is shown below.
It does not really change my conclusions, except that it would be more correct to say that this apparatus can be used to establish local noon to "about" one second, rather than "within" one second.
