You have a night vision scope. The small device on the top is the illuminator that sends out some infrared light for use with low ambient light.
The eyepiece is the eyepiece.
At the opposite end of that tube is the large ring with pinhole in the center. That is the objective lense of the scope. The ring with the pinhole is just a cap to keep too much light entering if you are looking through in daylight. You remove that cap for use in the dark.
