    Francis,

    Some years ago, I had a Pan American Airways seaplane liferaft radio kite antenna. Essentially, it was a fairly large box kite made of fabric and small aluminum tubes. It was launched and reeled back in via a wood spool with several hundred feet of thin braded steel cable. At the spool end, an extension of the cable plugged into a hand-crank transmitter that, when cranked, sent out Morse Code SOS.

    Not used to get time signals, but it could if there were signals and a receiver.
