    To state the obvious, it appears to be a sextant with the arc marked in feet! Never seen such a thing before. I assume it is a range finder 
    so I googled "rangefinder sextant"  and it is a thing!


    and a A Mk 5 Mod 0 US Navy Stadimeter made in 1942 by Schick Inc. of Stamford CT. looks rather like the photo

    A stadimeter of course is a range finder  used with an object of fixed height
