Equation of Time/Meridian

I note in the Almanac the Equation of Time is listed in the daily pages to the second but Mer Pass seems to be to the nearest minute. For example if Equation of Time for 1200 is listed as 03m 12s Mer Pass would be 11h 56m 48s. Is it the case that to the nearest whole minute is close enough?.
