Equinox time?

The equinox is fast approaching. As I write this, the declination of the Sun is about 0°18.5'N. Near the equinoxes, the rate of change of the Sun's dec is usually rather close to "1 knot" or a minute of arc per hour, so that suggests that the actual "Sun over the equator" moment is about 18.5 hours from right now, which would make it roughly 8:15am Eastern US time (EDT) tomorrow. What is the exact time? Does it depend on any definition issues??
