I didn't read your question properly. Degrees and minutes to degrees.degrees is even simpler. See below. Hit 'enable editing' and press the desired cell to see the actual cell formulea. Never mind; my first try will work for sextants reading in seconds of arc , and with a few string cells like 15'/min or 14.3'/min added can easily be converted for time to arc values for Moon, Aries, or Moon values for use with the nautical almanac.
