Phil, the best (approaching) solution I could find is the hours:minutes:seconds formatting for sexagesimal numbers.
Use the [hh]ºmm'ss.00'' format as costum format on the cell and do not forget to divide its value by 24!
(One day equals 24 hours, so a decimal value of 1.1 would mean 1 day + 1 hour = 25 hours here, that would be displayed as 25° instead of the intended 1° 6')
