Google is very useful for doing unit conversions. As I suspected the knot equivalent is more realistic - 23 knots = 26.5 mph. Therefore someone has probably done a conversion from knots to mph without fully understanding what he (or she) is doing.
I have not seen the Long book. Are tere any other dubious numbers?
