And it still specifies celestial navigation but the regulation has not been updated since 1978. https://www.ecfr.gov/current/title-14/chapter-I/subchapter-D/part-63/subpart-C/section-63.53
The test requirements are spelled out in https://www.ecfr.gov/current/title-14/chapter-I/subchapter-D/part-63/appendix-Appendix%20A%20to%20Part%2063 and still requires celestial navigation and was updated as recently as 2017.
