You can still download it here:

     http://everyspec.com/FAA/FAA-Spec/FAA-H-8083-18_2011_55694/

    or here:  https://www.abbottaerospace.com/downloads/faa-h-8083-18-flight-navigator-handbook/

It was originally a direct copy of AF PAM 11-217.

The requirements for the Flight Navigator Certificate are found at https://www.ecfr.gov/current/title-14/chapter-I/subchapter-D/part-63/subpart-C

And it still specifies celestial navigation but the regulation has not been updated since 1978.   https://www.ecfr.gov/current/title-14/chapter-I/subchapter-D/part-63/subpart-C/section-63.53

The test requirements are spelled out in https://www.ecfr.gov/current/title-14/chapter-I/subchapter-D/part-63/appendix-Appendix%20A%20to%20Part%2063   and still requires celestial navigation and was updated as recently as 2017.
