My question is this: if the Russians are skewing the GPS readings on his Garmin device around, would that also lead the Garmin device to be displaying the wrong time?
With regard to the original question of being 35 and 40 nm out and wondering whether GPS spoofing is occurring, that should be easy to check using a map, preferably paper in critical instances! However, locating his position in satellite view on maps.google.com should be sufficient in this instance. Most of the country is about 50 miles wide or much less along the coast, which is only about 100 miles long.
