I knew that the quickest way to find out if other countries had a similar system to the British passive GNSS system was to say the UK was unique in this respect.... ;-)
However, I looked at the RD Meetpunten system of benchmarks to which you gave a link and it would seem the positional accuracy is only about one metre. I would comment that this is not accurate enough for surveying purposes. The positional accuracy of the UK system of passive GNSS stations is two orders of magnitude better than the RD Meetpunten system....
