Celestial navigation and the equipment needed (sextants) have been removed from SOLAS a few years ago. That was the main reason why I was able to buy an Observator (not the mk IV but a "regular" one) in good condition for EUR150 from a retired master of a Dutch seagoing tug. It is also the reason why the Dutch government agency that used to inspect mariners sextants and issue certificates no longer does that.
I did notice that some "flag states" still require ships sailing under their flag to carry sextants and be trained in using them, like New Zealand. The Netherlands do not.
