Hi Lu,
That's actually the Hotel flag. You just can't see the white part of it. The Bravo flag is swallow-tailed. Hotel means "pilot on board," and it certainly had one of those going in there. A cruise ship wouldn't be carrying IMDG cargo which would require the Bravo flag, and would only fly it if they were fueling because it also means "I am transferring dangerous goods."
