There is a pretty good explanation of this at the front of Pub229 including an example. When the "d" value in the Pub229 table has an asterisk, it's an indication that DSD should be applied. See page 16 and Figure 9 here: Pub229Vol3.pdf (thenauticalalmanac.com)
