I believe that Percy Davis introduced the cosine-haversine method to the RN. In the 1932 edition of Inmans (p294) there is a copyright notice by Davis in which he states that the haversine table, which was first published in 1905, has been used in Bowditch and HO200 without permission. Specifically the reprints "... ARE NOT AUTHORISED AND ARE INFRINGEMENTS OF COPYRIGHT." (his caps).
