    Yes, within some limits. The basic tidal harmonic coefficients change very slowly, and it's possible to determine high and low tides at most locations around the globe without much uncertainty. There are some exceptions, for example when bays have been radically altered by engineering or by natural change. The Zuider Zee comes to mind on both scores.
