Dear Herman,
I think though the "horns line" inclination IS related to the observer's latitude - the relation is not so straightforward. One must account for the Moon's declination, its' LHA (or azimuth). I guess the traditional methods would occur more precise and easy.
Besides - the "horns" also hugely depend on Moon's "age"...
