Well, I don't buy it! :)
I saw that in a Wikipedia article last week, and it looked to me like it might be some random wikipedian's invention. Have you seen it used in any reputable source in astronomy or horology? The sidereal day is a term with a long history, and arguably "stellar day" is exactly the same thing. But I could be convinced if the folks with expertise in the subject have begun making this distinction in recent years.
