There is an easy way to decide this. You liberate a neutron from an atomic nucleus. Free neutrons are unstable with a half-life of approximately 10.2 minutes. If your neutron decays in less than 10.2 minutes, then you round down. Otherwise you round up. I mean, sure, you could flip a coin, but a quantum decay is the only way to ensure true randomness.
