I don't think they're supposed to add up. The difference should be taken care of by the change of the correction from UT to "orbit time" for the new year in January.
In other words, there should be a ~6 hour gap between the December 31 24h values and those for January 1 00h. It's the same principle as using the previous year's almanac during the current year.
