Dear Herman,
Whatever transpires about the Dec-31st-to-Jan01st transition, your version of Table 4 is definitely easier to use.
I play around with it for different dates - mostly those with biggish OT hours correction, the most pronounced case is 2004-01-01 where diffE looks to be -11' to give the GHA which I get on my TI-83 by a formula from Henning Umlands' book..
