Dear Herman,
After reading your excellent "how-to" for the Table 4 I find the original "Explanation" quite reasonable - provided there would be no typos. But before yours - I could not comprehend the original too. There is another "how-to", you may have seen it already. Yours is better.
The "Table b for 21h OT" vs "Table b for 20h OT" does make difference for the interpolated declination. That makes me be sure the 20h is a typo there.
