Leveling of artificial horizon

I have seen several references to the "leveling" of an artificial horizon. Water among other liquids can be utilized in creating an atrificial horizon, and water seeks it's own level, or is self leveling. Regarding this, it would seem that the "leveling" of an artificial horizon is not required. Am I misunderstading something here?
