Alan,
Yes, water and other fluids are self-leveling but some of us have built artifical horizons using mirrors or polished metal. The problems then are a- is the mirror flat and b- is the surface level. You have neither problems with liquid but with liquid you have problens with wind ripples or freezing or posion.
