Tony,
You might be able to simplify the Pub 249 LTA some by having four orbit time argument tables. Project forward for 12 years as the base year so that a 24 year LTA table of 1' precision can be created. This way the interpolation done using the current one page table can be avoided. I'm not sure it is worth the extra pages but it would be an interesting customization.
