Lumpy lunar edge

A storm front moved out last night bringing a clear bright blue sky but also high gusty winds.
The moon was 4.7 days, waxing crescent, and ideal for mid-day moon-sun lunar. But the near edge of the moon was somewhat lumpy looking through a 7x35 scope. Despite the clear sky, it was hard to tell exactly where the moon's limb was.
Is it possible that these high winds create enough atmospheric turbulence to cause this lumpy look? The overall quality of lunars shots was not great. In ten shots, they averaged about 1.0' too much even after carefully checking and compensating for Index Error.
