I expect it’s because as with everything in Aviation, it has to be done properly to laid down standards such that it’s become a science. You can do no better than to ‘Ask Google’. Google threw up this http://www.iprf.org/products/Final%20Report%2005-1.pdf . If you go the ‘Find’, type in ‘time’, and follow it through, you’ll soon see what I mean. DaveP
